Transneft Primorsk Port notifies of public debates to discuss intended activities in relation to an object under environmental appraisal: revamping of berths No. 1 and 2 of oil terminal in Primorsk.

According to the environmental legislation currently in effect in the Russian Federation, whose main provisions are set out in the following documents (as in effect as of Q4-2019): the Constitution of the Russian Federation, Federal Law No. 7-FZ “On Environmental Protection” dated 10 January 2002, Federal Law No. 174-FZ “On Environmental Appraisal” dated 23 November 1995 and order No. 372 of the State Environmental Protection Committee (Goskomekologiya) of Russia “On Approval of the Regulations on Environmental Impact Assessment of Intended Business and Other Activities in the Russian Federation” dated 16 May 2000, terms of reference (ToR) for the development of the Environmental Impact Assessment section are currently being drafted. Approval of the ToR is scheduled for 14 April 2019.

Purposes and facilities covered by the planned activities:

The goal of the draft is revamping of berths Nos. 1 and 2 of the oil terminal in Primorsk. Within the project’s implementation it is planned to replace mooring posts Nos. 1–4, 7–14, upgrade the marine loading arms Nos. 1 and 2 and to upgrade the existing quick-release mooring hooks.

Location:  Primorsk, Vyborg District, Leningrad Region.
