Notification of public debate on draft Terms of Reference for environmental impact assessment for intended economic

activity at the following facilities under environmental appraisal:

  1. "Oil terminal in Primorsk. Oil loading berth, cadastral No. 47:01:0000000:23836 (berths Nos. 1, 2). Revamping. Stage 2. Increase of Carrying Capacity of Mooring Posts Nos. 1–4, 7”;
  2. "Oil terminal in Primorsk. Oil loading berth, cadastral No. 47:01:0000000:23836 (berths Nos. 1, 2). Revamping. Stage 3. Increase of Carrying Capacity of Mooring Posts Nos. 8–14”

According to the environmental legislation currently in effect in the Russian Federation, whose main provisions are set out in the following documents (as in effect as of Q1 2019): the Constitution of the Russian Federation, Federal Law No. 7-FZ “On Environmental Protection” dated 10 January 2002, Federal Law No. 174-FZ “On Environmental Appraisal” dated 23 November 1995 and the order of the State Environmental Protection Committee (Goskomekologiya) of Russia No. 372 “On Approval of the Regulations on Environmental Impact Assessment of Intended Business and Other Activities in the Russian Federation” dated 16 May 2000, terms of reference (ToR) for the development of the Environmental Impact Assessment section are currently being drafted. Approval of the ToR is scheduled for 17 April 2019.

Purposes and facilities covered by the planned activities:

The goal of the drafts is revamping of berths Nos. 1 and 2 of the oil terminal in Primorsk. Within the drafts’ implementation, it is planned to replace mooring posts Nos. 1 – 4, 7 – 14.

Location: Primorsk, Vyborg District, Leningrad Region.

The draft ToRs for development of the Environmental Protection Measures, Including Environmental Impact Assessment are available for review at Transneft Primorsk Port’s premises in Primorsk, Vyborg District, Leningrad Region, tel. 8(81378)78-778 and on Transneft Primorsk Port’s website

To ensure due consideration of the public opinion, suggestions concerning the development of the ToR for the formulation of the Environmental Protection Measures, Including Environmental Impact Assessment sections can be submitted since 15 March 2019.
